The FARMERS Project is a technical assistance project funded by the European Union, implemented by GIZ International Services with the Ministry of Agriculture and Forestry. The project aims to support agricultural recovery in the provinces most affected by the February 6, 2023 earthquakes: Adıyaman, Gaziantep, Hatay, Kahramanmaraş, and Malatya.
The overall objective of the project is to contribute to the sustainable, inclusive, and resilient revitalization of the agricultural sector in earthquake-affected areas, strengthen rural livelihoods, and enhance food security. In line with this, Component B of the project (Human Resources Facilities) is going to start, and it will focus on addressing workforce losses in agricultural production, facilitating access to required human resources for producers, and increasing the economic participation of vulnerable groups.
Component B consists of two complementary programmes:
- Labour Support Programme (LSP)
- Internship Programme (InteP)
Together, these programs aim to alleviate post-earthquake labor shortages in the agricultural sector while enhancing access to income generation and skill-building opportunities for vulnerable populations, including women, youth, seasonal agricultural workers, persons with disabilities, and refugees.
Target Group of the Labour Support Programme (LSP): Seasonal agricultural workers, women, youth, persons with disabilities, refugees, and unemployed individuals seeking employment in agriculture.
Target Group of the Internship Programme (InteP): Youth aged 18–35, graduates of agricultural vocational high schools and vocational colleges, NEET youth (Not in Education, Employment, or Training), young women, persons with disabilities, and young refugees.

The purpose of the assignment is to build core financial literacy, business skills, employability, and entrepreneurship competencies among participants of the Labour Support Programme (LSP) and Internship Programme (InteP) under Component B of the FARMERS Project.
Assignment Details:
- Assignment Period: 01.11.2026 – 31.12.2027 (A total of 5 training cycles: 3 for LSP and 2 for InteP).
- Duration of the assignment: The trainer will provide a total of 15 days of service for each province applied for, as follows:
- LSP (Labour Support Programme): 9 training days (3 cycles × 3 days) + 2 days for module preparation = 11 days in total
- InteP (Internship Programme): 3 training days (2 cycles × 1.5 days) + 1 day for module preparation = 4 days in total
- Total service period per province: 11 + 4 = 15 days
- Place of assignment: Applicants may apply for one or an additional neighbouring province among Gaziantep, Kahramanmaraş, Malatya, Adıyaman, and Hatay. Applicants must specify target province(s).
- Structure the curriculum at two distinct levels: foundational awareness for LSP; detailed and practical output creation for InteP.
- Adapt training content to local agricultural structures and sub-sectors (crop, livestock, agri-processing).
- Develop training modules focusing on financial literacy, starting a business, workplace principles, employability skills (CV preparation, interviews), and efficient production.
Targeted at agricultural workers, designed to build fundamental awareness and financial habits:
- Deliver basic financial literacy: income-expense balance, household/farm budgeting, savings habits, banking transactions, responsible borrowing, and credit usage.
- Inform on registered employment benefits, wages, working hours, and Social Security (SGK) rights/obligations.
- Explain key workplace principles (punctuality, attendance, teamwork, communication, workplace discipline) using real-life scenarios.
- Introduce efficient production logic: input costs, waste reduction, product quality impacts on income, and time management.
- Build introductory awareness on micro-entrepreneurship, agricultural cooperatives, and producer unions.
- Guide participants toward official support/orientation channels (İŞKUR, District Agriculture Directorates, ARDSI/IPARD, KOSGEB, agricultural credits/grants).
Targeted at youth aged 18–35 (NEET), focusing on practical individual business outputs and employability:
- Deliver advanced financial literacy: separating personal/business finances, cost-revenue-profit calculations, breakeven point analysis, cash flow management, bookkeeping, and financial risk control.
- Guide the business setup journey: business idea generation, market/customer analysis, simple feasibility studies, and business plan development.
- Explain legal/administrative registration processes: sole proprietorship setup, ÇKS registration, tax/SGK obligations, and cooperative membership options.
- Provide detailed guidance on accessing finance, agricultural grants, and incentives.
- Cover sustainable and efficient farm production management and marketing/sales strategy development.
- Deliver employability modules: individual CV writing workshops, cover letter formulation, job interview techniques with mock interviews, job vacancy analysis, and utilizing İŞKUR employment services.
- Analyse core workplace communication and operational principles in depth.
- Connect training content with internship host enterprise practices, helping interns evaluate host businesses through an entrepreneurial lens.
- Execute interactive and practical sessions (group projects, case studies, role-play exercises, interview simulations); maintain complete attendance records.
- Implement adaptations to support vulnerable participants (women, low education levels, individuals with disabilities).
- Submit standardized "Training Outcome / Evaluation Reports" post-session, detailing attendance metrics, delivered content, methodologies, participant needs, and photographic documentation.
- Conduct participant satisfaction evaluations, analyse feedback, and propose training enhancements.
- Ensure data tracking compliance with project monitoring and key performance indicators (KPIs).
- Align curriculum with other core trainers (crop and livestock production) to avoid duplication.
- Maintain active coordination with the Technical Support Team (TST), Lead Organization, Provincial/District Directorates, İŞKUR, KOSGEB, and local stakeholders.
- Bachelor’s degree in Business Administration, Economics, Agricultural Economics, or a related field; alternatively, a degree from a relevant vocational school together with 11 years of relevant professional experience.
- Knowledge of regional agriculture, agricultural business management, and post-earthquake conditions.
- Strong knowledge of agricultural business management, entrepreneurship, and financial literacy.
- Fluency in Turkish. English proficiency at B1–B2 level is considered an asset.
General Professional Experience:
- At least 7 years of general professional experience.
Specific Professional Experience:
- At least 3 years of professional experience in adult training experience in entrepreneurship, financial literacy, employability, or business management.
- Experience working with farmers, agricultural workers, cooperatives, or rural communities.
- Experience delivering training in the project region is considered an asset.
- Experience working on projects funded by the EU or other international donors is considered an asset.
- Trainer qualification under the KOSGEB Applied Entrepreneurship Training Programme is considered an asset.
