The FARMERS Project is a technical assistance project funded by the European Union, implemented by GIZ International Services with the Ministry of Agriculture and Forestry. The project aims to support agricultural recovery in the provinces most affected by the February 6, 2023 earthquakes: Adıyaman, Gaziantep, Hatay, Kahramanmaraş, and Malatya.
The overall objective of the project is to contribute to the sustainable, inclusive, and resilient revitalization of the agricultural sector in earthquake-affected areas, strengthen rural livelihoods, and enhance food security. In line with this, Component B of the project (Human Resources Facilities) is going to start, and it will focus on addressing workforce losses in agricultural production, facilitating access to required human resources for producers, and increasing the economic participation of vulnerable groups.

Component B consists of two complementary programmes:

  • Labour Support Programme (LSP)
  • Internship Programme (InteP)
Together, these programs aim to alleviate post-earthquake labour shortages in the agricultural sector while enhancing access to income generation and skill-building opportunities for vulnerable populations, including women, youth, seasonal agricultural workers, persons with disabilities, and refugees.
Target Group of the Labour Support Programme (LSP): Seasonal agricultural workers, women, youth, persons with disabilities, refugees, and unemployed individuals seeking employment in agriculture.
Target Group of the Internship Programme (InteP): Youth aged 18–35, graduates of agricultural vocational high schools and vocational colleges, NEET youth (Not in Education, Employment, or Training), young women, persons with disabilities, and young refugees.

The purpose of the assignment is to provide participants under the Labour Support Programme (LSP) and Internship Programme (InteP) of the FARMERS Project (Component B) with essential technical knowledge and practical skills regarding the core principles, methods, and applications of crop production.

Assignment Details:
  • Period: 01.11.2026 – 31.12.2027 (A total of 5 training cycles: 3 for LSP and 2 for InteP).
  • Duration of the assignment: The trainer will provide a total of 25 days of service per selected province, as follows:
    • LSP (Labour Support Programme): 12 training days (3 cycles × 4 days) + 3 days for module preparation = 15 days in total
    • InteP (Internship Programme): 8 training days (2 cycles × 4 days) + 2 day for module preparation = 10 days in total
    • Total service period per province: 15 + 10 = 25 days
  • Place of assignment: Applicants may apply for one or an additional neighboring province among Gaziantep, Kahramanmaraş, Malatya, Adıyaman, and Hatay. Applicants must clearly indicate their target province(s).

MAIN RESPONSIBILITIES AND DUTIES:
  • Structure the curriculum at two distinct levels based on the target profiles, durations, and learning outcomes: foundational/practical for LSP; detailed and production-management oriented for InteP.
  • Adapt training contents to the crop pattern, cropping calendar, and common agricultural challenges (drought, frost, pest pressure, soil fatigue, etc.) of the target implementation provinces

Training Activities under the LSP (Labour Support Programme)
Targeted at current agricultural workers, designed for short-term field implementation to build core knowledge and proper agricultural practices:
  • Deliver key concepts and agricultural calendars based on dominant regional crops.
  • Demonstrate correct methods in soil preparation, planting/sowing, and fertilization; highlight the impacts of
  • excessive/unconscious fertilizer use on yield, cost, and environment.
  • Teach proper timing, volume, and water-saving practices in irrigation, alongside basics of pressurized irrigation
  • systems (drip irrigation).
  • Conduct practical sessions on plant protection: pest/disease identification, reading pesticide labels,
  • dosage/timing, adherence to pre-harvest intervals (residue periods), and personal protective equipment (PPE).
  • Cover post-harvest quality preservation practices (optimal harvest timing, damage-free picking, shading, transport,
  • and storage).
  • Inform participants on institutional support and orientation mechanisms (Provincial/District Directorates, Farmer Registration System - ÇKS, agricultural subsidies, chambers of agriculture, and cooperatives).

Training Activities under the InteP (Internship Programme)
Targeted at youth aged 18–35 (NEET/first-time labour market entrants), focusing on comprehensive technical competency from production planning to market preparation:
  • Cover production planning and crop selection: regional crop pattern analysis, ecological suitability, crop-market alignment, and crop rotation planning.
  • Deliver practical training on soil and water analysis procedures.
  • Teach selection criteria and varietal characteristics for seeds, seedlings, and saplings.
  • Demonstrate modern irrigation system setup (drip/sprinkler), irrigation scheduling based on crop water requirements, and system maintenance.
  • Deliver in-depth training on Integrated Pest Management (IPM) strategies.
  • Provide technical skills in protected cultivation and advanced production techniques (greenhouse climate management, pruning/training systems, grafting, and mulching).
  • Detail post-harvest preservation, grading, packaging, cold chain logistics, and quality management from a market readiness perspective.
  • Cover Good Agricultural Practices (GAP), organic farming, certification processes, and their market value impact.
  • Introduce and apply registration systems (ÇKS, subsidy applications) and digital agriculture tools (production logs, meteorological data sources, decision support systems).
  • Link training concepts directly to host enterprise activities during internships; guide interns in technically evaluating observed production processes.
Training Delivery, Monitoring, Evaluation and Reporting
  • Deliver participant-centred, interactive, and practical training (group work, case studies, role-playing, field demos) according to the approved schedule; maintain complete attendance sheets.
  • Implement adaptations to ensure full participation of vulnerable/disadvantaged groups (women, low education levels, individuals with disabilities).
  • Submit a standardized "Training Outcome / Evaluation Report" after each cycle, detailing participant counts, topics covered, methods used, identified needs, recommendations, and photo logs.
  • Administer participant satisfaction/evaluation forms, analyse results, and submit actionable improvement proposals.
  • Contribute data to the project monitoring framework and indicator tracking systems.
  • Coordinate with other core trainers (animal production, agricultural entrepreneurship) to ensure content alignment and eliminate duplication.
  • Maintain active coordination with the Technical Support Team (TST), Lead Organization, Provincial/District Directorates of Agriculture and Forestry, and key local stakeholders.
REQUIRED QUALIFICATIONS AND SKILLS:
  • A bachelor’s degree from a relevant department of a Faculty of Agriculture, such as Field Crops, Horticulture or Plant Protection; alternatively, a degree from a relevant vocational school together with 11 years of relevant professional experience.
  • Knowledge of regional agriculture and post-earthquake conditions.
  • Strong knowledge of agricultural production systems and agricultural labour practices.
  • Fluency in Turkish. English proficiency at B1–B2 level is considered an asset.

General Professional Experience:
  • At least 7 years of general professional experience.

Specific Professional Experience:
  • At least 3 years of professional experience in designing and/or delivering agricultural training, agricultural extension or advisory services.
  • Experience working with farmers, agricultural workers, cooperatives or rural communities.
  • Experience in vocational education and training, workforce development or capacity-building programmes is considered an asset.
  • Experience delivering training in the project region is considered an asset.
  • Experience working on projects funded by the EU or other international donors is considered an asset.
  • Experience in adult education and/or as a trainer is considered an asset.
