GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is preparing for the EU-funded tender: „Technical Assistance Facility – Support to South Africa’s Just Energy Transition (JET South Africa)". The Overall Objective (Impact) of this Action is to promote a just and sustainable energy transition in South Africa.

The Specific Objectives (SO) of this action are to:

1. Improve policy and regulatory framework for a just energy transition.

2. Enhance the effectiveness of the TVET system in matching skills to just energy transition, with a particular focus on those most affected by the transition.

3. Enhance the effectiveness of financing instruments for the creation, transition, upscaling and development of SMMEs active in green economy value chains or willing to invest in low carbon production processes.

Key Responsibilities
  • Provide technical advice on aligning climate and energy strategies with financial instruments and investment frameworks.
  • Support the design and implementation of reforms that improve the environment for sustainable and green investment.
  • Engage with DFIs, governments, and other stakeholders to facilitate infrastructure financing partnerships.
  • Contribute to the structuring of blended finance initiatives and innovative funding models.
  • Ensure coherence with international initiatives such as the EU’s Global Gateway, EFSD+, and Just Energy Transition Partnerships (JETPs).
Qualifications & Experience
General Requirements
  • Master’s degree in finance, economics, development studies, or a related discipline.
  • At least 10 years of professional experience in development finance, infrastructure investment, or PPP advisory.
  • Excellent command of English (minimum C1 level).
Specific Expertise
  • Minimum of 7 years of experience advising DFIs, public investment bodies, or climate/energy financing programmes.
  • Proven track record in climate finance, blended finance, or other green investment mechanisms.
  • Strong knowledge of energy sector financing, including power sector reforms, investment planning, or PPP structuring.
  • Familiarity with global and regional investment initiatives such as the EU’s Global Gateway, EFSD+, and JETPs.
Desired Skills
  • Strong ability to engage and build trust with high-level stakeholders.
  • Demonstrated capacity to design innovative financing structures for climate and energy transitions.
  • Excellent analytical, negotiation, and communication skills.
