The aim of ESPRE (Expert Support Platform for Resilience) is to enable the EU to provide rapid, flexible and tailored expertise to provide methodological and thematic support on (1) the three main components of the HDP nexus, (2) on the six dimensions of fragility (economic, environmental, human, political, security and societal), and (3) on conflict sensitivity in programming. The activities of the proposed expert facility will help to implement actions under the resilience component of the Rapid Response Pillar (RRP) as well other actions under the Multiannual Indicative Programmes (MIPs) and Regional Indicative Programmes (RIPs) implemented in fragile and/or conflict-affected countries and/or countries affected by a shock. The expert facility will step in where the existing resources, technical assistance or support measures are unable to provide sufficient or sufficiently swift specific thematic and methodological expert support.
We are looking for experts with a profile in line with the following criteria. (Please note that the following criteria must be confirmed upon receipt of the TOR):
Qualifications and skills
- Master's Degree or equivalent diploma in Public Administration, Political and/or Social Sciences, Law, Security Management, International Relations or other relevant discipline. In the absence of a university degree, five (5) additional years of professional experience are required.
- Excellent interpersonal skills and intercultural competence.
- Proven expertise/delivery in conflict sensitivity approaches and conflict analysis in development cooperation.
- Familiarity with do-no-harm approach.
- Familiarity with HDP nexus.
- Excellent written and oral communication in English.
- Good knowledge of French and/or Spanish (equivalent to B2 level of the Common European Framework of Reference (CERF)).
- Command of Arabic is an asset.
- Excellent ability to coordinate multi-level tasks, to work under pressure and react at short notice; client-oriented/problem solving attitude.
- A minimum of 7 years post-graduate experience in the field of resilience building and humanitarian aid and/or conflict prevention/response and/or peace building.
- At least 2 years in a leadership role as Team Leader or equivalent.
- Experience in working with (or in cooperation with) EU institutions will be considered an asset.
- A minimum of 5 years of fieldwork experience in conflict affected or fragile contexts.
- Work experience in the field of conflict sensitivity in programming demonstrated by at least 2 projects.
- At least 3 years of experience in one or more of the following fragility dimensions: economic, environmental, human, political, security and societal.
- At least 2 years of experience in programming support.
